I would suggest Sybase - not that I work there (anymore) and I am not always happy to promote the competition, but they do actually have a presence in the far east and offer short codes in the Philipinnes.

You should try Sybase 365. We are the global leader for Mobile messaging, and can offer connectivity in the Philipines.
