There you will see an option to enable / disable voice command features as a whole, or just certain ones (e.g., Phone, Calendar, Reminders, etc.).  Within the options menu when "phone" is highlighted, you can see an option titled "Announce incomming calls."  I believe if you uncheck that option, the announcements will stop.
