Next best is VOD, which has the Nokia 6124 on for £100 and it doesn't lock phones anymore, so far as i know.

....and if you unlocked it for use on another network, Skype wouldn't work anyway. Probably other apps too, that need a proprietary back-end, like MSN or Facebook.
If you just want HSPA access, why not buy a dongle?
Q: was there ever an unlock for the original Skypephone? That was pretty cheap too.
I'd guess the only time you'd want to get it unlocked would be roaming abroad in non-3 markets.
